Samuel Swarbrick, MPA, is a dynamic strategist with over a decade of experience transforming Medicaid programs, public sector systems, and community-based healthcare organizations. His expertise includes 1115 and 1915 waivers, Medicaid Enterprise System modernization, procurement redesign, and state plan amendments, all with a focus on equity, efficiency, and community-centered solutions. With a background in gerontology, he ensures these strategies serve individuals across the lifespan.

As a Senior Advisor for the Pennsylvania Department of Drug and Alcohol Programs, Samuel led statewide initiatives addressing workforce development, health equity, and regulatory reform, driving measurable public health outcomes. A certified Scrum Master, he applies agile methodologies to manage complex projects like cloud migrations, data modernization, and Medicaid network management.

Samuel’s experience spans global firms such as KPMG and Slalom, where he partnered with healthcare and public sector clients to implement innovative solutions. His boutique consulting work at HealthScape focused on advising payer executives in managed care, LTSS, and behavioral health.

Informed by his lived experience as a black, queer, former foster youth in recovery, Samuel is committed to building equitable, accessible systems that empower communities.
